Hot water and oil make this dough pliable and easy to roll thin. Fill each round with a thin layer of seasoned beef, seal the edge firmly, then shallow-fry in batches until crisp and the meat is fully cooked. Mix flour and salt in a heatproof bowl. Pour in boiling water and oil; stir with a spoon. When cool enough to handle, mix in egg and knead until smooth. Cover and rest 30 minutes. Mix beef, onion, cold water and pepper in a separate bowl. Divide dough into 10 balls. Roll each thinly into a circle. Spread filling over one half, leaving a clean edge; fold over and press firmly to seal. Heat frying oil to 175°C (350°F) in a deep pan. Fry one or two turnovers at a time, turning once, about 4 to 5 minutes total, until golden and beef reaches 71°C (160°F). Drain on a rack.
