A splash of vodka in this hot-water dough helps create a delicate, blistered crust. Seal each beef turnover carefully and fry in small batches so the oil stays hot and the filling cooks through. Mix flour and salt in a heatproof bowl. Stir in boiling water and oil with a spoon. When warm, add egg and vodka; knead until smooth. Cover and rest 30 minutes. Mix ground meat, onion, cold water and pepper until evenly combined. Divide dough into 10 portions. Roll thinly into circles, add a thin layer of filling to one side, fold over and seal edges firmly. Heat oil to 175°C (350°F). Fry in batches, turning once, about 4 to 5 minutes total, until golden and meat reaches 71°C (160°F). Drain on a rack.
